Section 15.09.020 Purpose.
Prior to the adoption of Ord. 2381 on 07/18/2005, Section 15.09.020 read as follows.
The regulations contained in this code are intended to protect the public health, safety and
welfare of the residents of the City of Columbia, Illinois (the city) by establishing minimum
requirements and standards for single family and multi-family dwellings, uses, premises,
buildings, equipment, and facilities for light, ventilation, space, heating, sanitation, protection
from the elements, life safety, safety from fire and other hazards, and for safe and sanitary
maintenance; fixing the responsibility of owners, operators, and occupants; regulating the
occupancy and use of existing dwelling structures and uses and existing dwelling premises, and
providing for administration, enforcement and penalties.
